A Machine Learning-Based Secure Face Verification Scheme and Its Applications to Digital Surveillance
Face verification is a well-known image analysis application and is widely used to recognize individuals in contemporary society. However, most real-world recognition systems ignore the importance of protecting the identity-sensitive facial images that are used for verification. To address this problem, we investigate how to implement a secure face verification system that protects the facial images from being imitated. In our work, we use the DeepID2 convolutional neural network to extract the features of a facial image and an EM algorithm to solve the facial verification problem. To maintain the privacy of facial images, we apply homomorphic encryption schemes to encrypt the facial data and compute the EM algorithm in the ciphertext domain. We develop three face verification systems for surveillance (or entrance) control of a local community based on three levels of privacy concerns. The associated timing performances are presented to demonstrate their feasibility for practical implementation.

Live facial recognition labelled 'Orwellian' as Met police push ahead with use
Live facial recognition cameras are a form of mass surveillance, human rights campaigners have said, as the Met police said it would press ahead with its use of the "gamechanging" technology. Britain's largest force said the technology could be used to catch terrorists and find missing people after research published on Wednesday reported a "substantial improvement" in its accuracy. The research, carried out by the National Physical Laboratory (NPL), found there were minimal discrepancies for race and sex when the technology was used at certain settings. It was commissioned by the Met and South Wales police in late 2021 after fierce public debate about police use of the technology. But the human rights groups Liberty, Big Brother Watch and Amnesty have said the technology is oppressive and "turns us into walking ID cards".

How to Win the A.I. Arms Race
Experts agree that we're headed toward a future where global leadership in artificial intelligence will translate into economic and military dominance. Unfortunately, authoritarian regimes, such as China, have inherent advantages in research and development. The training of A.I. systems requires data -- lots of it. Big data is the oil of the Digital Age and whoever has the most of it -- at the highest quality and at the lowest cost -- will have a comparative advantage. Assembling and using big data sets in developed countries, however, can be complicated, for privacy and legal reasons. For example, the European Union is considering rules giving each individual the right to control how their facial data can be used in facial recognition technology -- which will (probably) slow development.

Government usually isn't the place to look for innovation in IT or new technologies like artificial intelligence. But Ott Velsberg might change your mind. As Estonia's chief data officer, the 28-year-old graduate student is overseeing the tiny Baltic nation's push to insert artificial intelligence and machine learning into services provided to its 1.3 million citizens. "We want the government to be as lean as possible," says the wiry, bespectacled Velsberg, an Estonian who is writing his PhD thesis at Sweden's Umeå University on how to use AI in government services. Estonia's government hired Velsberg last August to run a new project to introduce AI into various ministries to streamline services offered to residents.
